Waller ISD Earns State’s Highest Fiscal Accountability

Independent School District officials announced that the
school district received a “Superior Achievement” rating
under the state’s Schools FIRST financial accountability
rating system. This is the seventh year of Schools FIRST
(Financial Integrity Rating System of Texas), a financial
accountability system for Texas School Districts developed
by the Texas Education Agency in response to Senate Bill 875
of the 76th Texas Legislature in 1999. FIRST was
established to evaluate the quality financial management and
reporting by individual public school systems and charter
schools. The “Superior Achievement” rating is the state’s
highest, demonstrating the highest rating of Waller ISD’s
financial management and reporting system.
The
primary goal of Schools FIRST is to achieve quality
performance in the management of school districts’ financial
resources, a goal made more significant due to the
complexity of accounting associated with Texas’ school
finance system. “We are very pleased with Waller ISD’s
Schools FIRST rating”, said Richard McReavy, Waller ISD’s
Superintendent. “This rating demonstrates that Waller
ISD’s schools accountability ratings are at their highest,
in both financial and in academic achievement. We had our
best academic achievement year in 2008-2009, and we were
able to achieve those results using efficient cost-effective
methods. I appreciate the excellent work of the Waller ISD
Asst. Superintendent for Business and Finance and the
Business Office staff.”
The Schools FIRST accountability ratings system assigns one
of the four financial accountability ratings to Texas school
districts, with the highest being “Superior Achievement”
followed by “Above-Standard Achievement,” “Standard
Achievement” and “Substandard Achievement”.
